Can a project only be tied to one screen scheme?

Welcome to the Atlassian Community!

Yes.  The whole point of a scheme is that it tells a project how to behave.  If you had two schemes, how would the project know which one to use when creating, editing, or viewing issues?

Like Nik already said, one project is only connected to one Issue Type Screen Scheme. For what use case do you need different schemes in one project? Maybe there is another way to get you there.
