IS there any possibility in single jira service desk some user able to see Form1 and some user only able to see form2 ?

A Form is associated with a Request Type. They have a 1:1 relationship. If you desire different forms the must be associated with different RT. With that said, there's no way to present different request types to different customers. All customers will see all request types associated with a given project portal.
