How can I restrict the comment for the reporter when the ticket resolved without using automation?
this property block all comment jira.permission.comment.user.denied.

I suggest to try with the following property that works by user role:
jira.permission.comment.projectrole.<role_id>

Our customers are non-licensed users. Once a ticket or request has been resolved or marked as done by the Service Desk team, customers are restricted from adding further comments on the ticket.
