Restrict browsing ticket types for a user

We use Jira Cloud. We are on the premium version (I believe)

We have a project with confidential information, however, the team with this project would like for a user that's not in their department to be able to view and manage some ticket types, but then the other ticket types, they don't want the user to be able to see the tickets that come in. 

To be specific, let's say theres's 5 different ticket types. We want the user that's not in the department to be able to be an assignee and manage the tickets for only A and B ticket types, but C,D,E ticket types that are in the same project, we don't want him to be an assignee, nor manage, nor view the tickets. Is this possible?

Yes, this is possible and what you need to do is set up work item security schemes. You can then use one for the work items that the user should be able to view, and the second one for work items they should be able to view. You can then use automation to set the security level, and I would use the one were the user cannot view the work items as the default.
