As was written before it shoud work, the required field should prevent forms from submissions.
The same type of flow is also available in Smart Forms for Jira, developed by my team, with some extra flexibility around validations and field behavior. For example, you can show different dropdowns or text fields based on a parent answer, make fields required, add character/number limits, options validations, use regex validation for text inputs, and even validate attachment formats with regex.
So, native forms may be enough for a simple conditional setup. Smart Forms can be useful if you need more control over validation, attachments, external sharing, or mapping submitted values into Jira fields.
Can you provide more context, detailed screenshot of your form and the fields on the form.

On the request portal, an attached form is configured with required fields. In addition to these, there are separate custom fields outside the form that are also set as required.
When end users submit a request, they tend to complete only the required custom fields outside the form, while the required fields within the attached form are left incomplete.
End users often do not have time to review the form for any remaining required fields and resubmit the request.
Is there a way to ensure that all required fields in the form must be completed and cannot be skipped when creating a ticket request?

Required fields are always to be filled, they can't be not set.
How are customers creating a request and can you show the setup and steps the customers are taking, screenshot will definitely help in this.

If fields on a form are mandatory, they can't be missed, as ticket creation would not be possible if mandatory fiedls are not filled.
What are the steps taken to create a ticket, is the portal used, or the internal create button?
