Request Participants gives error "The Jira server was contacted but has returned..."

A customer tried to populate the "request participants" field on a service desk ticket and an error comes up with "The Jira server as contacted but has returned an error response. We are unsure of the result of this operation". A handful of customers are seeing this error.
