Dear Jira Expert,
I am trying to create a report for values of labels, which are just availbale in forms, but not in the ticket i am going to see as a service agent. I assume in the service agents view i am just able to see labels which are subject of the issue types.
But I need there for reporting purpose in addition the content of the labels of the forms.
These labels are just created for my own project and not on general Jira level.

The fields in the form only exist in the form. You can not see them in the issue view, or use them for searching, reporting, etc ....
If there is information in the form you need for reporting, you need to create a custom field for it in Jira. You can then use this custom field in the form.
It's also possible to link form fields to existing Jira issue fields.

Reporting is only possible on values in Jira (data stored in field in the database). Fields used in forms not linked to Jira fields are not available for this as described by @Manoj Gangwar
