Remove Bell button (turn of notifications) in the customer portal - possible?

Dearest Atlassian Community 

would like customers not to be able to switch off the notification for tickets (bell button)

Is there a setting that I'm overlooking?

The short answer is no, there is no setting that would allow you to disable the option for the customer to turn off notifications.
