I've heard JIRA as a bug tracking system for software development projects. Simply, can it be defined as a communication system as it communicates a certain information for a group of people? Help me to clarify this, it would really helpful.
JIRA can track anything that has conditional linear workflow. I have used JIRA to setup a tracking system to record dyslexic students learning to read for my wife's business. A state represents the books and issues represents lessons they go through where she records the students progress. She is able to have private and public comments for each lesson.
If your workflow is parallel in nature then JIRA is clumsy to use but it can be done.
