Does a project page exist that could be used as a FAQ or general Q&A? I have yet to find anything available that could be used for this. Any suggestions?

When using a Service Desk project, all project templates have the option to link to a Confluence space. There are no templates in Service Desk specific for FAQ and Q&A, so you can use any template to share the pages with customers in the portal.
Also, you can add an announcement in the customer portal for the customer to see and search for the articles before creating a ticket.
