I am looking for a method to prevent certain users from being added as Requested Participants. This use case is to prevent looping when clients cc mulitple mailbox aliases causes update looping.

Currently, it's not possible to restrict emails from being added as a participant.
We have a feature request suggesting the implementation of the ability to prevent users from adding anyone as a participant.
