Possible? Request Type that displays text when a user selects a specific item?

We are trying to send users to a new tool from a Portal Request Type and I'd like to do the following:

A form that has a drop down with user's location.

Depending on which location is selected, the form should display a canned text message with a link to the new tool and the user cannot submit a ticket.

I thought I could do it with Dynamic Forms for SM, but I'm not finding a good solution, unless I can populate a custom field with the text and have that display. I've tried Project Automation, but all of the actions are a comment or email of some sort. 
Any suggestions would be appreciated.

I managed to hack together a solution with Custom rich text fields using a Devinti add-on and Dynamic Forms. When a user selects a region, it displays the rich text field which I've set with a default value. It's not pretty but it should work.
