Portal-only customers can be deleted in the Global administration. It's what @Marc -Devoteam- tried to direct you to.
1. Go to https://admin.atlassian.com/ and pick your Org.
2. Click on Apps
3. Expand "Sites" and select the Site
4. Expand "Jira Service Management"
5. Click on Portal-only customers
You should then see the list of all portal-only customers with the option to delete them behind the [...] menu.

Hi @Martin Hirsch , @Marc -Devoteam- , I believe, was trying to indicate you these instructions here - https://support.atlassian.com/user-management/docs/delete-portal-only-customers/ which should be, instead of inside the Jira application, in the admin.atlassian.com section.
From what I can see, you need to open the user group for the customers and from there, you can remove people. But, you need to be an org admin or a user access admin to access the admin.atlassian.com site, which perhaps you are not. Please can you talk to another admin in your company about this? I appreciate it is confusing because things keep changing. Thank you for your patience.

I was trying to show you here instead, if you find the group of customers, you should be able to remove their access from the group / from the application, by removing them from the group.

Marc gave the correct answer and the documentation is correct as well - it just needs to be updated in wording (Products > Apps).
You went to the wrong Administration level first. Portal-only customers are managed in the Global Administration as per Marc's description and my answer below.

In Jira, use the cog wheel and choose the option "User Management", if you don't have this option, you can't make the changes you want.
Then you would need to reach out to a site or org admin.

This loom shows how to remove a customer from a customer organization. This does not remove the access of a customer. They will still be able to access all projects unless all request types in the projects are restricted to the respective customer organization.
