Permissions to see Change Calendars in other JSM projects

I cannot figure out what permission level allows for a user to see Change calendars in a JSM project.

For example, I want our Service Desk team to be able to be able to see and modify changes in their project and be able ONLY view changes from another project in which they are only viewers. 

I have not figured out what permissions allow this to happen, as I am able to accomplish this with some users and not others. The permission helper does not seem to be able to test this specific scenario either.

Any help would be greatly appreciated.

I'd also love to know this.  There needs to be a central place for any Jira user to see all change events.
