I was trying to set the permissions for my organization's service project for the portal. The user are able to raise improvement request through the portal and are able to we their requests in request on top right corner. But i wasnt them to be able to see all the requests on that portal and able to view and comment on other's requests. Is there any way to do that?

Customers are able to see only tickets they created or tickets shared with them.
With this said, they must be the reporter, participant, or member of an organization to view the ticket.
Here is an example of a ticket that was shared. Basically, people and Orgs that are listed under the “Share with” on the ticket are the ones who will be able to view and comment on the ticket in the customer portal:

It’s possible to show all requests only if they are internal licensed users with Browse Projects permission, so they will be able to see all tickets when going to Filters > Advanced issue search.
In the customer portal, it will be necessary to be part of the ticket to view it. You can have all administrators permissions and be a project administrator of all projects, but in the portal, you won’t be able to view all the tickets, unless you are a reporter, participant, or member of an organization the ticket was shared with.
