I need to set a new administrator for the organization because the person who has this role no longer belongs to the company and we cannot access their email.

The easiest way is to temporarily set his old SMTP as an alias for his email access.
Other way https://www.atlassian.com/company/contact/purchasing-licensing is the right place.
We, as community members, cannot correct that. That needs to be handled by support.

Getting this sorted with your internal IT should be the easiest and probably the quickest way to go.
If that doesn't work out, then it'll be up to the support team. Just be prepared that they'll definitely need to see proof of ownership.
