would like to editing the setting that the Reporter or Viewer do not receive the notification for issue updates.
The assignee of the ticket should only receive a notification.

You can do that chaging your Notification Scheme.
Please, follow the steps bellow in your JSM project:
1. Project Settings
2. Notifications
3. In Actions, choose "Edit Notifications" option.
4. In Issue Updated (System), remove or add the group that you want to.
