We have a JSM project setup, which I've been made an admin of. Right now, there's a good dozen users that have full access to it, but there's one user (only one) that cannot access it in Board view. He can see a list of issues, but he cannot view the project as a Board. What can I do about it?

Have you granted the user the JSM Agent role/license? Have you added the user to the Service Desk Team role in the project?
Yes to the second question, they have the Service Desk Team role. Don't know about the first one to be honest, where would I check that?

Regarding finding out if they have a JSM Agent license you would need to talk to the people who manage access to the Jira/JSM product such as Site Admins, User Admins, or the Organization Admin.
If I user has both a JSM license and is added to the Service Desk Team role in a JSM project then they will be able to see JSM specific functionality in the panel on the left, such as Queues and Customers.
