So far I do not receive costumer invitation email on Office 365. Works with Gmail. Need to be able to send invitations to mostly O365 accounts.

By confirming the invitation works for Gmail, you've confirmed the JIRA invitation process works.
It would be best to reach out to the O365 administrator and ask them to check what is happening with the email. Maybe they can trace it. Maybe they see the email as SPAM or block it for some reason, maybe all the O365 administrator needs to do is add Jira domain to it's white list, but a good starting point.

Also attempted to add the ip addresses in the connection filter in exchange but it does not allow the addresses of listed subnets. Included in the info for that field is the following message
If I change the subnet 17 to 24 it is allowed.
It didn't leave it that way.

I spoke to Microsoft support today and they are not receiving any transmissions from mydomain.atlassian.net. That is the sending domain. We got this information from a invitation successfully sent to a gmail account. If so that would indicate that transmission is rejected before whitelist filters take effect. They are asking Atlassian to trace from their side to see where transmission stops or is rejected.
