No option to add billing admin

I am an org admin for my organization. I want to add myself as a billing admin. Based on the instructions at Understand billing administration | Atlassian Support, I should see "Billing Permissions" in the left nav of the Admin page. I do not. I see "Billing", which allows me to see our subscriptions. However, even when I click "Manage", I do not see any option to add a billing admin. Any suggestions?

There are two Billing experiences available in Atlassian Cloud, so you must first determine which Billing experience is applied to your environment.

The reference link you provided is relevant if your Organization is under the Improved Billing Experience. In the Improved Billing Experience only other people who are already Billing Admins can grant Billing Admin access to additional people. In that experience an Organization Admin cannot grant themselves Billing Admin permissions.

The steps are a little incomplete even for the New Billing Experience.

Add a billing admin

To add a billing admin:

1. Go to admin.atlassian.com/billing.

2. Here I see a list of Billing accounts on the right. I have to select a Billing account, and then the navigation panel on the right will show Billing permissions

3. From the left navigation, select Billing permissions.

4. At the end of the list, select Add new admin.

5. Enter the email address and select Add admin.

If you go to the home of the Admin Hub and click on Billing directly in the navigation panel you will get taken to the Billing Preview. And notice the URL displayed in that case is not the same as the URL specified in the first step above.

Looking at the image you provided to @Tim W  I suspect you are under the Improved Billing Experience.

In that case as an Organization Admin you cannot give yourself Billing Admin permissions. Only another Billing Admin can give you those permissions.

The other wrinkle is that we have NO billing admins already set up for our organization. (Our org is new to Jira within the last 18 months.) How do you add a billing admin if none currently exists?
