No Configure option in Create issue view

I'm trying to add a customized field into Create issue layout, but there is no Configure option in the upper right corner. There is just Show fields option.

It's a Software project.

@Marija Kostić Welcome to the Atlassian community

On cloud you will see three dots that when you click on them there will be a menu item of show fields.
