I am currently trying to follow the procedure described in this article:

However, the password reset process is not working in our case.
Our Global Jira / Atlassian Admin has left the company without transferring the admin rights to another user.
As a result:
There is currently no active Organization Admin available internally.
We are unable to regain control through the standard password reset process.
We need to transfer the admin rights to either our new IT Director (DSI) or myself in order to regain control of the platform.
We need to:
Recover Organization Admin access
Ensure proper governance and continuity
Secure the platform and reassign administrative ownership
Has anyone faced a similar situation?
What would be the correct process when the previous global admin is no longer reachable and password reset does not work?

The proper way would be to raise a ticket through https://support.atlassian.com/contact so Atlassian can take a look directly.
If you are unable to do so I can flag this question on the forums for an engineer to look at.

Unfortunately, I was not able to open a ticket using the contact form. That’s why, while following this article:
