We are using a restricted JIRA Service Management project, with access limited to provisioned users. This JIRA project is integrated with Confluence, and the Customer Portal Home Page is configured to display topic links sourced from Confluence.
This setup works as expected for existing users. However, when new users are added to the appropriate project and Confluence groups, they are unable to view the topic links on the Home Page. Interestingly, these users can still search for and access the topics directly, indicating that content permissions may not be the issue — only the visibility of the Home Page links appears to be affected.
We need support in identifying and resolving the issue preventing new users from seeing the topic links on the Customer Portal Home Page.

Please share more context in the from of screenshots etc, what are exiting customers seeing and new ones not?
So you project is not open and only users granted the role Service Desk Customer can create requests?
And you have linked Confluence space, that is limited to users/groups? Do people need a Confluence license to see the space or is it an open space?
