Need Pop-Up Box for showing to a Jira Agent

I have a Project in which I need Approval and it need something to show to specific user show some pop-up to that agent and he should investigate the issue and move the issue to Done.
 

I have seen a General Pop-up like this 

If a screen is updated or a workflow is updated. It shows like a Pop-Up.
So is there any option like this for the above request ?
