Trying to implement an automated workflow where 15-20 employees need to submit a form response monthly. Obviously creating 15-20 automations is far from ideal, so I am wondering if there is any way for me to create multiple issues from one automation. I am thinking ideally IJSM will iterate through a list/collection of the employees and then for each of them create an issue. However, if there are any other viable techniques I would love to try it out.

Its basically a monthly exercise where managers need to report any risks in their department. Once reported, the risks are then reviewed by the local risk manager.
As such, I envisioned creating one issue for each manager where they can report their risks via a form. However I am struggling with mass creating these issues, as importing issues into the project is not an option for me. I have been researching solutions that use object schemas, but I do not think those are apt either.

Take a look at this article to see if it might help. I thinking that you follow this process to create a monthly Epic by Manager. Then the risks can be added as Tasks or Stories under the Epic.
When the Tasks/Stories are competed under the Epic, a rule can close the Epic and the the rule in the article would create next month's epic.
