Manage the receipt of internal comments

We use internal comments to communicate within the service desk team (roles - administrator and service desk team). These internal comments are also received by the developer. How do I configure a project so that the developer only receives internal comments addressed to it?

You should just set it up so developers that are watchers on the issue are notified.  How is your current notification scheme setup?
