Looking for a setting to display the copy attachments check box when linking issue?

I have 8 projects and when linking an issue only 3 of them give the check box for copying attachments. Does anyone know where the setting is to turn this option on? I have configured most of these projects myself including the 3 that already display the option but do not recall enabling this feature or disabling it. However it has come to the point I need this copy attachments option on all projects, when liking issue.
