Can I lock a request to a specific customer/end-user, so only they can see, and use the request from the portal?
We have a HR department who should be the only requesters for new employees or termination of such.

Using the default functionality this cannot be done, you need to use third-party add-ons.

That was my mistake the Extension for Jira service desk add-on is not available for OnDemand, only available for Self-hosted.
For OnDemand, there is a feature request that was already has been created.
