List of assignees and reporters limited to specific project users

How can we ensure that only the people allocated to a project are listed in the list of assignees and reporters to be selected in a request or raise a request on behalf of?

Currently users see a list of all people in all projects to select from assignees and reporters - we want to limit that to the people within a specific project

You can limit the lists of reporter and assignee with the project permissions.

Only people with "create issue" permission will appear in the reporter list, and only people who have "can be assigned issues" permission can be assignees.
