Do you have a standard "dump" of the database?

Ok great.

The simplest thing to do would be to install a new Jira (of exactly the same version), point it to an empty database and get it running.  Then stop it, import the database dump, restart Jira and tell it to run a full locking re-index.

This should restore everything except the attachments
