Jira service desk management doesnot allow administrator to edit the queue.
@The user must be a project administrator to edit the Queue.

The user should be able to adjust the Queue then. And it looks like from your image, that the user is already editing the Queue. What is the user doing, and what can they not do?

here the administrator user trying to edit the advance option which is in issue to show . after clicking save button it remain same for an hour. And we have to cancel at the end.
