Jira Service Management - Services - Service Owners

I am having issues assigning a team as a service owner for a service in JSM. 

It only shows 1 team to choose from but when I search for the other team, it doesn't bring up any suggestions at all or show any other teams. 

Has anyone had this issue before, if so what was the fix?
