Is it possible for my Jira Service Management (Cloud) to integrate with Okta so the jira-servicedesk-users, the guys who work the JIRA tickets, can use Okta for SSO?

yes you can integrate Okta and Jira Service Management : this is done with Atlassian Access, an additional subscription that will enable SSO and user provisionning directly from Okta to Jira.
