Jira Service Management Cloud - Notifications for Unlicensed Users

We are using Jira Service Management and I need for a few individuals in accounting to be notified when issues transition to a specific status. Is there any way to give them a notification without giving them a license or is there a free add on that will allow me to do this? They don't need to log in or do anything in Jira Service Management at all they just need the notification to let them know they can start billing for something.

I believe Automation will work perfectly in your case. You can create automation rule like:

When: Issue is transitioned (to status XYZ)

Then: Send email to some users...
