1. The migration tool does not migrate Jira Service Management projects. Is there another way?

2. The portal does not match the Server edition. Is there a way to make it look the same?

As far as #1 is concerned, JCMA will not migrate Jira Service Management projects (as you have found out.)  Your only recourse is to use Jira Site Import.
