you can use an Atlassian addon called Atlassian Access to provide SSO via an identity provider like Okta or Azure AD.
If you only have on-premise AD, it will not work out of the box and you will need to intergrate with an identity provider from this list.

yes you should be able to get a working SSO with your on premise but it will require more configuration on your side than a supported identity provider.
If you're aware of the extra work involved you're all good then.
