JSM functionality outage - unable to create JSM tickets with "ticket" slack emoji

We've observed functionality outage - we lost the functionality of ticket creation from Slack channels by dropping "ticket" emoji. We highly rely on this as all our investment teams use this to get the rapid support from dedicated agents.
 
We've observed that there's no channel in BamHelp - Chat - Service space - Jira Chat configuration.
I wanted to create an Atlassian support ticket, but I can see this message after hitting "Create" button on Atlassian:

Things are running a little slow at the moment. Don't worry, we still have your request! Expect a confirmation email from us shortly.
And no ticket is created since 0.5h.
Can someone from Atlassian team contact us with an info of what's happening?

It now listed as an active incident on JSM, https://jira-service-management.status.atlassian.com/

Same problem is happening in our instance.
For now no update via Status Page, but it clearly have some issues going on.
