Can our client have JSM Enterprise with Confluence Premium on the same cloud site?

Yes, this is possible as the subscription is product specific.

And can you also let me know if Jira Work Management is only available in Standard, is there no Premium or Enterprise?

The combination is possible. JWM is currently available as a Free and Standard subscription.
