We are hosting our Jira Service Desk solution (not a cloud!)
The service desk has both Service Desk team role and Operations.
Since I have limitation on the amount of SD agent we can add, i would like to move the users that do not face customers to Operations role, however it is not clear and not in the documentation what is allowed as Operations role within the service desk (hosted).
Can anyone point me to a good resource or answer my question please?

What are you referring to when you mention operations?
If you are referring to Core / Software license they will only be able to use internal comments in JSD projects.
