JSD Notifications Are Sending Inconsistently

Last week I noticed that notification emails from at least one of our JSD projects are not consistently going out to users - the listed ticket reporters specifically. Our notification scheme is set to send out emails on pretty much every event - when a ticket is created, updated, commented, etc.

Despite this notification scheme, emails are not sending out for tickets that were created by service desk users on the behalf of customers. They also don't show up in the customer portal for users. They only send emails or appear in the customer portal when the customers create tickets themselves through the customer portal or via email. I'm not sure what permission might be misconfigured to cause this problems. Any suggestions?

I should probably mention, notification emails for the aforementioned problem tickets are going out properly to myself, so that part of the notification scheme is still doing its job.
