JIRA ServiceDesk portal permission level extension, super user role

Our business wants to bring super/admin user to the customer portal. It means that this user with such role should be able to see all the tickets within the organisation and no body else. Any suggestion how to extend JIRA Service Desk portal permission level as all the components responsible for the permission model are not exposed to OsGi container?
