Trying to add customer email in "Customer", the customer is displayed after creation, and invitation sent, but disappears after page refresh. It cannot be selected as a Reporter. It happened with a particular email address, other ones can be added. Can someone advise why it happened and how it can be resolved?

Contact Atlassian Support on this specific user. It could be that the email address is on a suppression or blacklist.
