Hi Can we get access to JIRA Service desk database as we have own Mobile app and notification tool which needs to integrate with CMDB for fetching tickets rows for CALL/SMS/Email bases customized notifications.?
Also we have offline business data that needs enrichment in workflow so we need to access to CMDB for loading information here.

No. Cloud does not give you any access to its backend (plus, it's a terrible way to try to ask questions of a Jira data set even on Server)
