Issue type and Request type

Hello

I have a Service desk project  and this project has 10 request type and any request type has 5 or more sub rquest, and any sub request type has issue type, finally this project has many issue type!

one group in this project are both customer and service desk team, when this group is customer, create issue in JIRA portal (not servicedesk portal), then see all issue type in project.

I need a field stay between "project Name" and "Issue Type" that user can select "reauest type"(request type name of servicedesk part) then  issue types filter to it.

for example(Create Screen in JIRA portal):

RequestType:

Issue Type:

is this possible ? Whats your solution?
