Is there a way to make user accounts and set passwords up for them?

I want to add a user. I know there email address but I want to make the password for them. Is this possible? Thank you.

Hi

I think this is possible but in Jira Server edition. Cloud is not possible. The user will have to go through the account activation process, but if the user haves a google account, she/he will be able to login using that account.
