Is there a way to hide some queues in Jira Service Desk?

In our setup, we have site- and project-managers who'd like to set up a variety of queues, but there's a concern about having too many queues. Is there a way to set up views on what queues can be seen?

I suspect that what we're doing is overloading Service Desk and that *-managers should use Jira Agile and boards for slicing and dicing work.

There is an app that will solve your problem: https://marketplace.atlassian.com/plugins/com.intenso.jira.queues-extension/server/overview

I haven't heard of such a functionality. You could restrict a project from being viewed but hide it with the option to unhide it for better viewing, I'm afraid is not possible.
