Per the suggestion, is there a way to have the Get IT Help link to the form on the first page a customer sees on the portal without the need to drill down into the project and then the portal groups to get to this incident option.

You can. Go to main portal (help center page), on the right side you can view the "Customize" button.
Click on it --> Manage Announcement
Message title: "Raise incident"
Message: [Raise Incident here|<Link to your incident form>]
Also you can edit "Home page Layout" and feature the required project to be displayed on
the top.
