I am faced with a special requirement and wanted to know if anybody here has had some similar problem and/or a solution to this:
What i need is: whenever a workflow is edited the change (eg. new transition added) should be reviewed and approved by another user before it can be published.
Is there any way to do this?

No, there is no option like that. On a side note: workflow changes can (at least in company managed projects) only be implemented by Jira Administrators. You should limit that permission to a limited number of trained / skilled individuals, which should already reduce the chance of mishaps.
Also, when a workflow is updated, the author and the date of the updated are noted in the audit log. So even though there is no approval before publishing available, there is a trace that helps you play whodunnit afterwards.
Although it is not a technical solution, you could also put a change process in place and set up a governance process around this type of changes.

I usually recommend having a project for "maintaining Atlassian tools" and training your (hopefully very small) team of admins that they should never change anything without an issue in the project to refer back to.

Indeed, @Nic Brough -Adaptavist-, I tend to use that same approach too. It is usually the first thing we set up with a new customer.

I´m aware of these things and sure do I recommend those things. The point is: this is not a personal requirement but from customer´s legal/audit regulation =S
