My customer would like to be able to download their issues from the portal but I cannot seem to find a way to give them this ability. Does it exist?
You may use a plugin like Extension for Jira Service Desk or My Requests Extension for Jira Service Desk

There is no such export option in the servicedesk portal..There is an open ticket raised towards the Atlassian https://jira.atlassian.com/browse/JSDSERVER-4212 .
