Is there a log to show the outbound emails or notifications generated by Jira? I have two users that do not receive notifications when we send them a task where as everyone else does.

I'm afraid that Jira Data Center has no log for outgoing messages. (For more details, please check JSDSERVER-4698).
An alternative to that would be using 3rd-party applications such as our Notification Assistant for Jira, which comes with a comprehensive log functionality, fully customizable templates, and more.

Sometimes user email addresses get put on the Suppression list with Atlassian for one reason or another. I suggest you open a support ticket to see if that is the case with the emails in question.
